I'm not sure if it's changed but Horizon was a summoner server when I stopped playing. It was a BST server before that but BST got nerfed into the ground while SMN remained super buffed. A single Carrie was about to hold a HNM by itself before the BST nerfs, it was ridiculous.

Because once upon a time we didn't have HP warps, most people didn't know what the fuck an outpost warp was or how to unlock them, and the fastest way to get here to there was the airship pass. Port Jeuno was the Nexus, it was this place you had to cross some dangerous terrain at level 20 running through mobs that wanted to stick gross things in your ass just to get there, because it was the hub city, because level 20 was the chocobo quest level, and having the airship pass meant you could go to windurst for whatever fucking reason and not have to spend 20 minutes on a chocobo.
Qufim island was Paludal caverns and/or Marus Seru kind of, this place people leveled at for whatever reason other than it was retarded and convenient.

Funny enough, Horizon's huge pool of fast-respawning level-1 mobs in the front of starter zones was one of the most fun things for me. I hate scheduled end game events and HNM camping. So, anything solo is immediately interesting. Grinding, collecting data on drop rates and kill speed, and optimizing my routine were all way more fun than what else I could have been doing in-game. The rewards for all those seals were also fun. Grabbing randoms for a 3-man BCNM was a lot better than sitting through a 4 hour Dynamis or Sky farm where you're gearing up people you've just met in huge groups.

The endgame isn't fun. It's a job. Seal farming was a solo grind that lead to grouping with randoms, which feels more in spirit of adventuring than scheduled linkshell events. BSTs can level while farming, basically skip all of the party shit and farm to 75, I did it on Eden. If we had shadow reign areas I'd never leave those places are all money. On Wings I'd solo bst and sell KS99 orbs every month plus whatever I farmed. It's quiet but not completely dead yet. We're mostly just uncs who have completed the game and log in to shoot the shit with our friends at this point. The only pros about playing here are that rich uncs will pay top dollar for behemoth hides and dingots and will also just give you loot from things that they don't need when they do them.

Leveling here fresh would be a pain in the ass unless you chose high demand jobs like bard or cor. There are new players here, just not a lot of them.
