It's tuned for 50 movement speed at the moment, they run/behave like retail mobs now... it just needs to be adjusted for 40 movement speed. It's a very very recent change to LSB (like a few days before Phoenix launched) so they probably didnt have time to fix it , imagine it will get addressed when the server restarts

In other words yes buy stuff from shops, AH and with conquest points. Make sure you always have your signet buff on so that you get conquest points from gaining xp.

You probably wont be able to get saintly earrings or energy earrings early on which would be the actual things you need at lower levels.

Since you're a noob make sure to pick up the outpost supplies quest from bastok and turn it in the gustaberg outpost on your way. Also you can refresh your signet in windy by going to the bastok consulate in port windurst.It will take quite a bit of effort to hit fame 2 in windy but there are a lot of repeatable quest options. I ended doing a mix of a bunch of them.
