Looked at the pvp thing again today. Finally found people with lower power teams than me. I now don't know how tf this system works. It's still displaying the top 3000 ranked players. But there's no way they would get defeated by these low power teams I'm finding, unless they changed it so that the rankings get reset at some point? Do what you must to roll in 10's as often as you can. Don't let your leaves go unused. The earlier you get the stronger units, the more time and resources you'll save. Of course there are other ways to get units as well, just do as much of the miscellaneous stuff in the game as possible. Also read the guides and stuff.
