They got hit with the backlash so hard after XY that it made them change the formula to start letting Ash "win" more starting with the first ever Alola league and even then it felt like that was just damage control saying "LOOK SEE WE CAN MAKE HIM WIN IF WE WANT DON'T RIOT PLS" and then upped the ante with the world tournament. Again if you look at how they treated Ash in the past then those recent wins weren't justified wins just damage control because people were getting fed up

Kunihiko Yuyama wanted to "retain" Takeshi Shudo's (the original showrunner) vision by keeping Ash on but younger members of staff and even Game Freak representatives had already long since grown fatigued with his mindset as well as the limitations placed on them by having to keep Ash around. He didn't win the Sun and Moon league because suddenly Yuyama had a change of heart, believe it or not, Yuyama STILL wanted Ash to lose that league. It was only due to a massive amount of pushback from other staff members that Ash managed to get the win. It's why the current anime features stuff like an actual timeskip a plot largely untethered to the games outside of the odd mini-arc.The most ironic part about it all is that in trying to supposedly preserve Shudo's vision, Yuyama was ironically going against it. Shudo HATED Ash and wanted to have him win the first league and ditch him afterwards. Between that and many people wanting the anime to adhere to a specific formula to keep marketing the games as well as other decisions that went against his artistic vision (Lugia) he ultimately left the anime partway through Johto and spent most of his days in a deep depression.

The Pokemon Master is a self appointed goal, Ash confirms this to Pikachu in his last episode where he states that becoming a Champion isn't in and of itself his goal, but rather, a Pokemon Master is someone who can befriend any Pokemon in the world (which also ties into his title as "The boy who loves Pokemon more than anyone in the world" which is commonly featured as a sort of tag-line in many Japanese openings but is absent from the localization). And as of yet he believes he hasn't achieved that due to his inability to befriend a Latios that a Pokemon Hunter attempted to capture that grew mistrustful of humans.It should also be noted the title is in and of itself incredibly vague, so much so, TCP actually refuse to answer questions relating to what a Pokemon Master is supposed to be.Now if we change the question to whether or not he's a good CHAMPION? Considering he's outright fucking worshiped in Alola, he's definitely a good one in the region itself and always gives his people a good show whenever he goes back there.As a World Champion he doesn't have as much of a presence, though he does occasionally get sighted and swarmed by people, but it can be argued Leon was a better face for the title as well as casual battler considering Ash's Corphish got it's shit pushed in by Misty after the supposed big win. A World Champ should be level grinding
