Why is that Pokemon is the only fanbase with PvP that absolutely despises rules, especially since Pokemon among things is absolutely the series that needs rules/bans the most?You’ll have a card in Yugioh that lets your opponent win the current round but lets you draw 1 extra card in the next round be banned, and the Yugioh community will think it’s fine.Then you have shit like Baton Pass that can give a strong and bulky but moderately slow Pokemon like Magearna (or any Pokemon on your team in cases where your opponent has anti-Magearna answer) enough speed boosts to outspeed everything + Substitute with compromising their health or moveslots, and all the little timmies lose their mind hearing that said move is banned.This isn’t even mentioning full Baton Pass teams which had multiple Passers that would pass all stats being boosted until you got +5-6 then steamrolled everything besides dedicated Stall teams or someone who got lucky.Oh and the same little timmies that cry about Baton Pass being banned also cry about Stall all the time, which is one of the few playstyles that can “reliably” beat Baton Pass chains.

All of these rules exist solely to limit Baton Pass without actually banning it, and were added gradually over the course of 20 years because it's always been obvious that Baton Pass is broken.
