Plenty of genwunners, it has a good presence in the early Anime due being Misty's ace (And the Anime going LOL, FISH ON LAND about Goldeen and Seaking) before going full Jobbermon and being replaced on top of being pretty darn good in the games. It is basically "Water Arcanine" in a sense.

That was before it fell down the meta ladder. When it was OU we loved it, but rain got nerfed and boltbeam lost its effectiveness when the meta centralized around fairy and steel so we don't have any reason to care about it anymore. It's a has-been.

That's a good point. The meta can't shake my convictions about most pokemon but when they decimate in randoms it can make me like them more. Rillaboom and barbaracle have grown on me a lot.

Regardless, I think it's going to make the design more apealing. The mega imitating humans is killer, doing more with less. I think the animations is going to win us over

Yes, og Starmie was stretchy, had weird humanlike aimations in stadium and Staryu's japanese name is Starfish Man. This got toned down a lot in the anime and later gens though

there's a lot thats contributed to starmies fall, not just boltbeam, it just cant keep up with the times.
if it was in gen 9 it would be laughably out of place in terms of power level. 115 speed doesn't cut it for offensive mons anymore unless you hit as hard as an atom bomb, which starmie doesn't with its measly 100 sp.atk.
in a meta with ghold it wouldn't be able to rapid-spin effectively at all
gets cucked by gambit sucker punch.
if it wants to be strong it would have to run specs, in which case its slower than the likes of darkrai and iron valiant, and if it wants to be fast it has to run scarf, which makes it laughably weak.
even something as nuclear as barrascewda in rain is all the way in NU. I'd be surprised if starmie didn't end up untiered.
