Just in case it's not clear, this is meant to be a unholy combination of Dig, Spikes, Grass Knot, and Block.
Think of the calculation like Stealth Rock, does 12.5% to Pokémon of middling weight, down to 3.125% for lightest Pokémon and up to 50% for the heaviest Pokémon.
If a Pokémon burrows underground, it can learn this move, before any balance considerations

It's more similar to Guillotine and other 1 hit KOs in practice actually. Self destruct doesn't bypass stat boosts or sturdy/focus sash. Kind of OP actually, it's even better than 1 hit KO moves.
