Keep in mind we're still very reliant on fossil fuels in the current era, nowhere near a point where Electric vehicles can viably outright replace their gas powered equivalents so it wouldn't solve every single issue.
Also keep in mind Galar is reliant on Galar particles for Dynamaxing/Gigantimaxing which electricity cannot aid.
Also keep in mind that this could very well be seen as an act of cruelty to imprison a Pokemon to siphon off it's power against it's will and could very well end up with Regieleki rampaging just like Eternatus did.

It's a necessary part of the Galarian economy and culture.
No Galar Particles and the whole region loses out on a sizeable chunk of their economy and their appeal compared to other parts of the Pokemon world.
It's the whole reason their gym circuit is seen as so integral to their culture. Look at how dilapidated Spikemuth is compared to every other settlement with a Gym that has a power spot.

I want to say the era of Dinosaurs, but not all Dinosaur Pokemon have the Dragon type. I'd assume that'd mostly be because the name for Dinosaurs in Japanese, "Kyoryu" contains "Ryu" which is commonly used for dragons but I could be reaching a bit there since Aerodactyl, Aurorus and Rampardos exist and both lack the type.

The Pokemon world is based on our world and still uses cars, planes, etc all of which run on both electricity AND fossil fuels. Unless Regieleki is gonna evolve into Regielekiandpetrol it's not going to solve the energy crisis as a whole which was the whole point of SwSh's story.
Furthermore, it'd appear Galar Particles do far more for that than electricity considering Rose's plan was to control Eternatus rather than Regieleki.
Speaking of cars and electronic devices in general, we're also reliant on chemicals such as lithium. Unless Regielekiandpetrol evolves again into Regielekiandpetrolandthemanychemicalsweneedforthingslikebatteries, it's hardly a catch-all solution for solving every single problem in the region.

If your argument is that Regieleki wouldn't work because fossil fuels and such, then Eternatus wouldn't work either. There's no excuse for Rose plan, the only thing Eternatus can provide that others can't is dynamax for league tourism. Even if Regieleki would work, does it even matter? Not only was it sealed away in the Crown Tundra, it was sealed behind catching three other Regis. How exactly would Rose be expected to know of its existence, let alone obtain it? Rose knew of Eternatus, it makes sense why he would default to it as an option.
