It's not just that Salandit is malnourished, it's that it's practically wired to the molecular level to deprive itself food beyond the barest minimum even if it isn't simping for a Salazzle leader.
You could take a male Salandit egg, move far and away from any region where the species is known to reside, and treat that fucker to an extremely healthy luxury buffet every single day of its life when it hatches, and it STILL won't eat more than what's absolutely necessary for it to not die because of the 0.001% that maybe, POSSIBLY, it can reserve the food for a Salazzle who might just pop out of thin air looking for a simp to take good eats from.
You'd basically have to force an entirely new regional variation to exist whose whole existence hinges on Ditto, because female specimens would have to be completely removed from the equation until you reach the pivotal "aha!" of generational adaptation where a male Salandit finally realizes his goddess is never coming and actually lets himself fucking eat.

At no point are you canonically required to pair up a Male Salandit with a female of another species it's compatible with. That's gameplay and lore segregation, just like how your Marowak won't die because you wanted to breed for a Cubone, who's still born with the skull of his still-alive mother who still has her own skull very much intact.
But the point is, if there are in-universe researchers committed to figuring out if Male Salandit can evolve in-universe, they've likely tried a lot of measures to remove its Salazzle obsession from the equation, only to fail every single time because it's a simping that transcends all definition and is baked into its very DNA.
