The Ed Sheeran song is a TPC-level collab that makes money on its own, and is probably used by Game Freak for free/¥1. Voice acting is an expense.

They won't have Voice Acting because it'd increase devtime as well as the possibility of leaks because you're basically giving game previews to countless countries in order to have full language support, none of which are guaranteed to be reliable in keeping the information confidential.

This. It wasn't just some random Ed Sheeran song they picked, Sheeran wrote and composed that song specifically for SV's credits. It's joint licensed between the two groups, which is why it never appears on the public radio stations I listen to, though I'm sure they'd be salivating at the prospect of broadcasting a new Ed Sheeran song.
