Why do you think Lucario even came about? Gens 2 and 3 obviously shilled their starters and legendaries but why did they make a new dedicated shillmon for gen 4? Do you think they wanted an edgier secondary mascot to Pikachu? I guess Charizard already existed but even Charizard back then wasn't shilled to the level Lucario was in gen 4.
