Dragonite and Dragonair are two very different designs. Even when you add some traits of the pre-evo back into Dragonite, the overall design is still distinctly Dragonite.Raichu and Pikachu are more similar. So when you replace the few differences they have with Pikachu's parts, you're losing the distinction. That's why some people think it feels more like "Mega Pikachu".
