Make it a retard check that punishes you for trying to bruteforce it with your starter. Completely doable even with a couple of Route 1 shitmons, but crafted specifically to mog all thee starters.
Trainers mostly use pure dragon psuedos to offer you shitmons you can navigate around, only having basic movesets (at least enough to not get totally shut down by the existence of a fairy) while the Gym Leader uses those same psuedos with movesets capable of punishing starters, but the ace is some hypothetical new dragon that's geared to counteract fairies while forgoing any anti-starter measures.

Assuming it has original Pokemon, two first stage pseudos. A more defensive one followed by an offensive one, to teach new players that maybe steamrolling everything with your starter isn't a good idea.
If it's just fakemon (which is probably what you're going for David), then I don't know. Aside from killing yourself, that I recommend.

Cute!! I would theme it like a preschool/kindergarten, and have trainers with Dratini and Goomy studying how Pokemon grow strong during crystallization. Then the leader rocks you with Dreepy and Shelgon. Basically a Bug-type gym but with Dragon-type. Maybe Silcoon/Cascoon and Metapod/Kakuna would make appearances on a few losers' teams

Well, if I'm the first Gym, then we must be in a couple of mountain dwelling villages so the player has access to some Ice types. The Gym itself is a series of narrow bridges and pathways that wind up the mountainside to a hidden shrine. You must fight Dragon Tamers. One for each psudo Dragon mon, of which they have the first stage of. Once you reach me at the shrine, I will finish my prayer and congratulate you for passing the first test. The second test is raising the mon from the egg I hand you on your journey collecting the other Badges. The egg mon is the new psudo mon of the region (because of cause it's a Dragon!). Along your journey, you will encounter the Dragon Tamers from my Gym again, who will quiz, battle and impart wisdom to you. You answers determine the growth of the dragon (curtain moves and abilities). Once you've made your way back to me and approved your dragon, you are ready for the third and final test: Defeating my fellow Dragon Tamers and I with only your dragon mon! Only then will I acknowledge you as a fellow member of our clan and bestow upon you my Badge!

Route 1 gym deserves a Route 1 dragon, either that or you can somehow catch the Route 1 dragon right at the gym. It can be the sort of thing where you lose to the gym leader and they direct you to this little spot where you can catch the same Pokemon they have. Difference will be that it learns a Dragon-type move exactly one level above their own so you have a super effective move and they don't.

It should stick to weak Pokemon only, so things like Dratini and Goomy. No STAB or coverage moves, just basic stuff like Tackle and Wrap. Have the gym leader's ace be a Jangmo-o that knows Counter to encourage status moves. Basically have the point of the gym be to show off "hey your starter alone can't just mash through the entire game with STAB, there are Pokemon that will resist you and you need to use more than just four attacks."

Leader just inherited his gym. Member of a dragon tamer clan.
Excited to have his first battle as a gym leader, but is disappointed to see that you don't have any badges yet, so he has to softball you with his first gym team.
Team is a Dratini and the first stage of the regional pseudo as his ace.
They're all mono-dragon, so they all resist fire/water/grass.
It's an easy gym if you just catch a route 1 normal shitmon and don't bruteforce with your starter's strongest move.
After becoming the champion, you can rematch him and his real team is actually really formidable and he's hyped to fight you for real.

dragon resisting grass/water/fire makes it perfectly even for all 3 starters. Dragon doesn't even resist Normal so you should have no issue. Just make a non-pseudo dragon line that's rare that you only catch later in the game, maybe 4 or 5 gyms in, and have the middle stage be the first gym's ace. I mean if gen 3 replaced roxanne with a lady named Liz who had a bagon, dratini, and shelgon as her ace, would it even seem out of place?

Finally, the time for a Bug/Dragon time.

I guess the leader could be a new dragon tamer who’s gotten the position of gym leader to teach new dragon tamers. They’d use a team of one of the first stage dragon Pseudos, the regional Pseudo purely to shut down the starter Mon to tell players to invest in more Mons.
At the worst, you get a tm for something like Icy wind that the water starter can’t learn for whatever reason or an Ice type Mon from a cave system nearby the gym.

Three trainers leading up to the leader (one is optional). General theme is they were tasked to weaken you, leader's parents pay for them to pretend to be his friends but when you beat them they reveal they're not really bothered what happens to him.

Gym leader has 2 Pokemon: Frigibax and Gible. Both really low level. Maybe 10.
If you chose the Fire starter, he leads with Frigibax. Choose Grass or Water, he leads with Gible.
Neither of them have any Ice or Ground moves, only Dragon moves to hit neutrally (Dragon Rage is too excessive this early).
The reason for this is so that the one that gets hit neutrally by the starter always comes out first, and the one that resists the starter comes out second.

I think that if GF is going to treat competitive like the postgame, then the main game should have invisible tutorials. Not handholding, but putting players in situations they'll probably encounter in competitive.
In this case, it teaches the value of neutral coverage, which is often times more important than super-effective coverage, despite being not as flashy.
