And even if you told it to mix Raichu with Pikachu, there's no way it'd come up with the Y form horns that are originally present on neither Raichu nor Pikachu images it would've been provided with.

You can deny all you want, but Mega Raichu Y's "horns" look like a second pair of ears. That was always the assumption but it seems like gamefreak isn't willing to break that rule yet. Even eternal flower floette can't actually evolve further.
