You have to be actively trying to run out of money there. Like it requires you to have

But even then there are still hidden items in the game that you probably didn't find yet, and while it'd be fucking annoying, I guess you still have a chance to look across the map for anything you missed and then sell them for cash to either buy a drink or do the Safari Zone (and Surf is easy to find as far as I remember, you can find it on your first try. Even if you don't there are still other items around that can then be sold to play it again to find Surf). Unless you also
>somehow already knew about and found every single hidden item in the game and also either used them all or threw them all away, but simultaneously didn't know you need money to buy a drink or play the Safari Zone

This whole scenario is like one of those situations where you could TECHNICALLY get stuck if you're deliberately trying to break the game, but the percentage of people this actually happened to while playing it normally is probably extremely low

A few more technically possible but fucking annoying solutions I thought of:

>if you already have a Clefairy (can't catch one because in this situation you must have less than 200 cash, otherwise you could buy a drink), train it until it learns Metronome
>you should actually have a Clefairy and a bunch of other unused mons in a box somewhere given that you spent literally all your money and used all your items, I'd assume some of that went toward balls
>train it until it learns Metronome
>use Metronome over and over against wild mons until it randomly uses Pay Day
>repeat this over and over until you randomly obtain enough money to buy a drink for ~200 and so can open up Saffron and earn more off those trainers

I realize not everyone will have a Clefairy, so the slightly better annoying solution:

>make sure you have at least one single coin left in the coin case
>this is at least possible even if you have no "real" money, because unless you were like a compulsive gambler you probably have something left that you forgot about until now even if it's a stupidly small amount
>play the slots over and over, soft resetting each time you lose money and saving each time you earn
>it will be slow as fuck but eventually you will earn enough to buy a TM which can then be sold for money which can then be used to buy a drink or do the Safari Zone
>obviously if you spent all your coins before this too, you're screwed
>unless you also haven't found all the hidden coins at the Game Corner

I guess a super casual player in the late '90s might not immediately think of these, and they're not only tedious but not possible for everyone, but for at least some who managed to get locked out these'd still work depending on the choices they made beforehand

Also there's the obvious solution of just trading a Meowth or other mon that knows Pay Day from someone else's game

But again, actually locking yourself out so thoroughly to get to that point feels unlikely to do naturally

How is that bad game design? If you fuck up hard enough in real life and lose all of your money without leaving a way to get more you are just as screwed. At least in pokemon you can always hit the new game option at the title screen. I think its good design because it teaches kids a valuable lesson about being irresponsible with money.

Level up a Clefairy to 31 and have it use Metronome against wild Pokemon until you get lucky and it picks Pay Day.

This sounds like a fun challenge arc for midgame. For ludonarrative harmony you can pretend that Red inherited his poor impulse control from his deadbeat father (yes, he’s a useless drunk, not a busy salaryman) and has to claw his way back using fucking Pay Day spam or gambling (probably how he lost the money in the first place). Also you can really role play and pretend that the horny old man outside the Celadon Gym is your mentor that helps you get your shit together.
