I loved using Shuckle in Crystal on 3DS, it had such a shallow movepool that without Strength or TM's it's a dead weight

Magikarp, Abra. Any Metapod-type middle bug evolution when caught wild with no attacking moves. Probably newer gens also have a couple without any damaging moves. I think Ralts is one. These are all specifically there to teach you about swap training, or at least daycare/rare candy.
