Tauros can technically breed with anything in it's egg group. They probably breed them with Primeape or Pawmot or something to get those fighting characteristics

Maybe it's an alolan Exeggutor/galarian Zigzagoon situation and the paldean Tauros are the true genuine original form and when you dilute their pure blood with Miltank you get the normal type Tauros?
