most characters especially the protagonists still seemed like they were meant to be interpreted as japanese if they didn't go all in on emphasizing their foreign elements. and even then Clay was still meant to be Japanese.

And now the games always give the protagonists 3 or 4 skin tone options where the default one used in all marketing is always the asian skin tone.
