The Dark Type is literally the Evil Type in Japanese, they fully intended for it to be exclusive to Team Rocket until Kanto, so you could find out where they managed to get Houndour and Murkrow from.
This is also why the only Dark Type you can get pre-Kanto without trading is Umbreon, who evolves from love and care, setting it apart from the other "Evil" Pokemon.

I think what people are getting at is that most of them are pretty rare while many of the most common encounters are those from the original games such as Rattata, Magikarp, Poliwag, Zubat, Geodude, and such. Really only the Hoothoot line in the grass and Wooper line while surfing are really common. Ledyba and Spinarak in their respective versions are decently common too though. It is objectively wrong to claim that most Gen 2 Pokemon are exclusive to Kanto though.

Nope, just Murkrow. Houndour is locked to the postgame still, as even in the Safari it’s barred until you add objects (postgame feature).

HGSS does make Misdreavus available in the Safari and in the new cave next to Cianwoos though, but Sneasel is Mt. Silver exclusive once more.

What ticks me off about the johtomon in Johto is how assbackwards and unrewarding catching so many of them is.
Do you want a Xatu for Morty's gym? Too bad, you need surf to get one and you'll have access to Mareep by then so you don't need another special attacker ever. Do you want to try out Piloswine? Catch Swinub at level 5 after the seventh gym. Do you want the much promoted Scizor? Trade evo. Do you want Gligar? You need to get to Blackthorn, catch it at level 10 and train it for a trillion hours to catch up. Remember that Falkner episode with Skarmory? Wait for Ruby and Sapphire lmao
Everything else is an unusable shitmon like Spinarak, or shit so godly you are obliged to put on your team like Quagsire and Ampharos.

That was the intent. Johto was pretty much a Kanto sequel, it wasn't its own self-contained region like everything RSE and beyond. The idea was for it to be a new, unexplored (for the player) region with mostly Kanto monsters with new and exotic ones to find as well. Actually made the new monsters FEEL rare and interesting.

The original plan is for the game to take place across the whole country. Kantomons are just default commons native to the whole country/world while the new Pokemon are rare and newly discovered for the first time. That's why there's no Johto Pokedex, only the New Pokedex for the whole world.

Despite the original country map being reworked into a new region called Johto, they had to stick with the original "there's no regional dex, only new mons across the world" philosophy for Pokemon availability for Johto because they didn't even know what would be in the new dex as mons were constantly being cut, reworked, and added rapidly in the months leading up to release. There was no time to come up with what is now the current regional dex philosophy because the roster wasn't finalized up until the very end.
It's why Misdreavus is seen nowhere but the very end of the game, she was barely finished by the time the final build of the game had to be sent out for manufacturing and distribution.

Who knows what the fuck happened with Houndour and Houndoom though, they were finalized early on and yet they still stuck him in Kanto for whatever stupid reason.

That's what I love about Pokémon. You can take advantage of so many of the features they've built into the game and gain so much for doing so. It's simple enough to use anything, and you feel rewarded for finding things that so many people consider rare. It truly makes you feel like you've mastered the game and discovered its secrets, like you've really earned that diploma. That's what Tajiri wanted from the beginning, that *is* the spirit of Pokémon

Game Freak fully intended for the password generator to be tied to the Daisuki Club website, and western fans have since reverse-engineered it. There's no excuse for not using it, much like there's no excuse for not using SM/USUM's QR codes in the Pokédex to get Magearna or do Island Scan.

They were actually investing real time into a real game on a real cartridge over a year or two, working on that file long after the credits that follow the League. That's why there's a Pokédex. That's why new Pokémon continue to be found after the credits. That's why beating the League for the first time only gets a single star on your Trainer Card, usually out of five. That's why there are events that can only be done after the credits. That's why version-exclusives and trade evolutions are programmed into the game.

Pokémon is not a "choose 6 of your favorite unevolved Pokémon from a list and then blitz through the main story while doing a Nuzlocke" kind of game.

Exploit doesn't mean unintended or glitch
Exploit means you can take advantage of a mechanic for better results, like leading with Static to draw out Electric-types, using Mystery Gift for rewards, or using Repel to only encounter high level Pokémon
Some unintended exploits are glitches. The password system is not one of them. It is a mechanic intentionally programmed into the game meant to be used by players. Just because international branches of Nintendo and TPCi never bothered with Daisuki Club content doesn't mean the content is inaccessible or cheating. If your localized game has a mode that was fully-translated for use with a device or game that was never released outside Japan, it's not an exploit if it connects to that thing even if that thing is Japanese. It's a built-in function with intent.
