Egg moves like Double Kick will come on handy early on for beating up random normal types and Morning Sun will be great for keeping it healthy without spending money on potions. When he has a few badges to prove he's a responsible trainer I'll send him a fire stone as a reward.

Zubat. A flying creature with sonar is very useful for a kid who might get lose easy. Easy to raise. Not super rare which means weirdo villain grunts aren't gonna be trying to steal his Pokemon. It's fast, hard to hit, and can confuse things with all kinds of annoying utility moves so if there's danger they can just Supersonic/Confuse Ray the room and run. It's STILL the only Poison/Flying type so it's unlikely anything the kid catches will outright replace it any time soon even if it's stronger. And finally it won't become a Crobat unless it's happiness is high enough, so it will teach the kid to treat his Pokemon well.

Eevee because it's a versatile and extremely adaptable Pokemon that's easy to take care of and can evolve into a variety of forms. Growlithe if they're a bit of a baby and I'm nervous about their safety since it's a fairly aggressive/defensive Pokemon as well as a literal fire-breathing dog that evolves into a horse-sized fire-breathing dog. Eevee and Growlithe, also, because they're two Pokemon you can just buy at the store, with adult money, without having to fuck around in the bush. There's also a distinct possibility they might have caught something on their own, like a simple grass-type or bug-type, but that wouldn't affect my decision.

You're expecting your child to be capable of tapping into huge amount of mana, however. Not the best for a starter spell. I'd go with a 1 mana creature like Serra Ascendant, Goblin Guide, Deathrite Shaman, or Slippery Bogle

I give him the choice between 3 "starters" that are all 3-stage lines but that aren't overly strong or overly hard to get:>Flabebe>Poliwag>Aronand if he performs nicely I might let him have the others later on, not like he would have any rivals that take the other two like in the games.
