So, would the Pledge Move effects be a legitimate threat or have potential if there was a means to set them up instantly such as with an ability or two?

Depends on what you mean, I guess?
Do you mean one that does half of a pledge combo, but someone still needs to use another pledge for the effect to go off? Because in that case, not really. GF would probably give the fire ability to fire mons, water to water, grass to grass. So it would still functionally be doubles exclusive unless Ludicolo, Scovillain, or Volcanion get them (and also the moves).

Do you mean that it sets up the effect on switch in? In that case, yes, they'd have potential.
Water + Fire is basically Serene Grace for both allies for 4 turns. Decent. The worst one.
Fire + Grass instantly starts making the enemy take 1/8 damage every turn for 4 turns. Broken.
Grass + Water QUARTERS the speed of the enemy for 4 turns. All other speed control becomes obsolete. Extremely broken.
