Why isn't ice resistant to normal and water attacks?

It makes 0 sense.

I suppose a Normal resistance could cement the whole Rock-like angle, but that would nerf Normal a bit much now wouldn't it?

Not OP but in that case, it's reasonable to think that Ice could become super effective against Water, right? Though Ice type doesn't need better offense, it needs better defense. I don't know what can really save it at this point.

Give it resistance to fairy and flying, while removing it's fighting weakness.
