Again, Gamefreak didn’t even give it the move literally named after the yokai (even Floatzel learns this), nor even icy wind by level up in GS, and its ice typing was only added late into development. The fact that it didn’t even get an ice move in its level up in gen 3 combined with that, and its placement in the ice path only in Crystal, reads more strongly that it was something slapped on toward the end of its development to fill out the ice type roster for the future.
