The market isn't rejecting Pokemon games in its current state, so Nintendo/Gamefreak/TPC aren't going to suddenly start pumping in all this additional money when the guys that they pay to calculate profitability have already told them it would result in less profit unless sales figures were to grow dramatically.

Even if that figure is somehow true, it would only be due to its development having to be cancelled and started again from scratch. Same reason Waterworld was the most expensive movie at one time, because the set got wrecked and they had to rebuild it.
