The anime probably had to buff Nemona more than her game counterpart to be the rival of the world champion. Furthermore the anime wouldn't let her lose to Ash in a random episode, they would have done a lot of build-up for Ash and Nemona's climatic battle. I wouldn't be surprise if the anime made Ash lose to Nemona in their first fight to build up hype for their actual final showdown. Heck Nemona probably could have been one of the Master Eight in place of Alain. Instead Horizons introduce a weak Nemona who was nerfed to make Roy look better and her fans has to come up with various excuses to cope.
