The existence of a "National Pokedex" implies all regions in which it appears are part of the same country (meaning Kanto, Johto, Hoenn, Shinnoh, Unova and Kalos). By that logic we can infer that Alola, Galar and Paldea are not.
Unova is explicitly stated to be really far away from the first four regions. They just didn't bother to change the name of the National Dex
