Snubbull was a psychic type earlier in development, and the idea of it ingame is like a strange, incredibly rare little dog man that runs away from you when you encounter it. This isn’t so uncommon in newer gens where anthropomorphized animals are the norm, but back then it was the only dog pokemon to be a biped in a dress. It’s meant to evoke Clefairy in its lore, too, being a quirky timid pink creature treasured by young women in the game’s universe. All of these factors contribute to why it was conceived of as a ‘fairy’ in the pokedex.
