GF wouldn't want to chance that being a strategic option, because changing types could be very powerful. Plus, depending on how they programmed it, they might would effectively have to remake the item anyway (you know gf). And there's absolutely 0 chance they'll make new designs for them while being able to use the same stone. If they ever give regional forms megas they'll have their own stones, definitely.
Unironically I have zero hopes for mega incineroar, game freak hate ideas fans find interesting, so it will be galar or paldea starter trio with megas

Z moves are the one thing I would impose an exception on since the special zmoves arent that interesting of a gimmick

Your argument can be sound if we were talking about Slowking or Klevor since they share a separate dex entry to Slowbro and Scizor but with regional forms they not only share a name but also a dex slot so they’re essentially the same mon just colored differently so I can see it going either way. The regional form can be different enough to where nothing happens but also can be similar enough to where we’d get mega A Richu X n Y as bonus treat
