i did some reading on Lugia and it was suppose to be the X pokemon? i doubt they would bring back the idea since it was some film makers OC, but i still think it would be nice for a call back on their previous cut content

You place more emphasis on how it's being marketed and positioned, rather than the product itself. I think it's neat when DLC is part of the initial roadmap. The way Terapagos was teased in the base game was clever, rather than being a tacked on side story. That being said, I don't think the ZA dlc is finished. BDSP only exist because Legends Arceus was delayed. Holiday Pokemon gams have been November/Black Friday releases for over a decade, but Legends ZA is releasing in October. I assume it was pushed ahead to accommodate Metroid's delay. The theory just doesn't hold water. It would've been cheaper to ship PLA in an unfinished state for holiday 2021, then sell endgame content as DLC in the spring. Instead, they fast tracked a whole other game to fill that slot. It was a shitty budget project, but it's completely counter-intuitive if you believe this idea that these games are being cut up and sold piecemeal. They didn't even announce a release date for the DLC beyond "sometime before Pokemon day", and that's probably due to the base game being pushed ahead for an October release. And with the game being multi-plat, the workload for QC and bug testing has effectively doubled.
