That's unironically what the problem is. I wouldn't be surprised if it was a constant thing where game freak comes up with a design, sees a dozen fake designs that look similar to it, and have to scrap it. That's probably why pokemon designs are becoming goofier. They can't make cool designs because fan designers do that already.
