Yeah, people fail to realize Legends Arceus was the send off of the original team.
Gen 9 and ZA have no Masuda, no real Sugimori art, no focus in Pokémon themselves and no link to myths and legends.

The franchise's most stagnate games were under his direction with slop like LGPE, SwSh and BDSP. He was already on his way out years before he left and should've left 10 years prior so Game Freak could've learned to restructure for real game dev instead of being a slop machine like it was in the 2000s. Only reason it worked back then was because 2D games are inherently easier to develop and he left the studio in a state to fend for themselves now that game dev is too hard for an unironic doujin indie studio (that wasn't allowed to grow because of him and the OGs)

I think Iwao is most likely taking over. Masuda did Gens 3-6 with him training Ohmori during XY. Ohmori did ORAS and Gen 7-9 with Iwao doing Legends Arceus. My guess is Ohmori will get one last gen possibly then get promoted into Masuda's old role in Game Freak
