The jaw part is barely even prominent since it's just it's arms closed together. Mega Garchomp has more focus on it's jaw when it mega-evolves than Feraligatr does.

It happened to me in previous generations with designs that looked wacky, but not with everything. I still think mega slowbro looks stupid. Mega feraligatr is dumb, but at least it forms a giant totodile head and not a random dragon skull. Mega skarm, victreebel, and starmie are also dumb. People preemptively throwing out "sillymons" reasoning also sounds fake. That said, most of the new megas are fine. Mega excadrill did what feraligatr attempted.
Emboar's is the best, it's like they give the best designs the worst Megas and the worst designs the best Megas.
