the most charitable read of this is that they're going to make a pseudo region out of all 4 regions. So certain areas won't be accessible. So you'll go from like:
Littleroot > Mauville City (Gym 1) > Lilycove City > Mossdeep City (Gym 2) > Olivine City > Ecruteak City (Gym 3) etc... etc...
and it would be in very simple graphics. I don't think people realise how huge of an undertaking this would be when they are literally currently struggling to make Lumiose City in full 3D
