Regigias' stats aren't even amazing by normal pokemon standards, let alone Legendary
Slow start doesn't make any balancing sense, it's legitimately outclassed by nfe Pokemon because of it.

Eh, his actual stats are good but his typing and movepool are meh and 100 speed isn't "bad" it's just not that special. If anything, if it got a mega that removed slow start but gave it 200 speed, that'd be huge.
