Aside from typing (Alolan Sandslash's pair of common quad weaknesses and regular Sandslash's mono-ground type being meh defensively) both of them suffer the same problems since really they're the exact same mon beyond typing and alolan sandslash having slightly more special defense
only one viable ability option that's entirely reliant on a specific weather being in place
a BST too low to accomplish anything well or specialize into any one thing, and you can't really rearrange it any further without leaving at least one major hole in its capabilities
it's clear that the only thing that'll rescue both of them from low tier hell is an evolution that'll bump them up above the 500 BST par (though honestly 520 is the new 500 at this rate)
also to be fair ice/steel isn't a bad defensive typing WHEN your opponent doesn't have a fire or fighting type mon (or something with the coverage in question) to switch in with
and at least both have good movepools, probably because sandslash is a generation 1 mon
hazards, hazard removal, knock off, a lot of coverage, setup moves, etc
i think it just needs more speed and special defense, +30-35 to both would be nice for an evolution, and get rid of the shitty weather evasion abilities and replace them with tough claws (for offensive sets) and rough skin (for defensive/utility sets). it can clearly benefit from both and the requisite anatomy for those abilities to make sense are probably the most obvious parts of sandslash's design

All 3 are sidegrades. Alolan raticate gets hustle + STAB knock off and sucker, Hisuian avalugg exclusively runs offensive sets or custap sturdy cheese unlike base form, and Hisuian decidueye has a differently good typing with scrappy triple arrows making it very hard to wall. Yes they're all dogshit but they're not a worse version of their base forms. Even if you focus only on competitive results, they all had their moments over their base forms. Both raticates were ZU until the alolan form was banned. People used hisuian avalugg as a cheese pick in Ubers, and Hisuian decidueye had a brief stint in VGC.
