I think they only used it for art because they were stuck in having Pikachu as battling mascot too, thanks to Ash, and the bulkier design looked stronger and thus they had to relegate the other version to promotional stuff only.Ash is dead now and even his Pikachu's replacement in the current anime barely battles so it's the perfect chance for them to make Pikachu actually look like the cute mouse it's supposed to be.

I've always hated that the anime design for Pikachu became the standard for the games as well. It felt like every Pikachu was supposed to remind you of Ash's Pikachu. This is finally a return to form.

It helps that we finally have a 3D frame of reference for how post-anime 'chu is supposed to look, it always looked weird in 2D because it was clearly meant to be depicted as a 3D model.The actual definition of depth goes a long way to make the design more likeable, compared to the flat colors of promotional material and budget animations.
