The only "comeuppance" Cyrus gets is self-influcted, and even, it's not out of guilt but because staying in the distortion world is useful for his plan in the long term. Only Charon gets arrested on screen, and I'm pretty sure the entire reason Looker exists is cuz Gamefreak figured they should probably show the police actually trying to do something about the regional evil teams.

A Charmander could kill an entire room of people with fire. A Bulbasaur has a literal machine gun with Bullet Seed. We can't even begin to understand how a world like that would deal with things like crime and punishments. What if you had an Abra ready to go to always teleport to you and then teleport you out of prison? Like, that alone opens up so many questions.The answer is probably something to the effect of "no, unless you do something really bad in which case you're summarily killed." But even then you'd need to hope the person killed doesn't have Pokemon that would try to avenge his trainer so maybe the answer really is no and people don't do crimes just because of mutually assured destruction.
