Apparently, Ange is what Lysandre wanted in the first place, but AZ made it so the control mechanism required his eternal floette to prevent it for being misused, so Lysandre had to settle for the flower laser in Geosenge town. The monster form isn't what it was supposed to look like, it took on that form after absorbing Mega Floette's energy. Also because the device itself had started to deteriorate and malfunction, it had to be permanently shut-down in order to prevent it from destroying Lumiose city. I think it is stated to have the same life granting abilities as the other UW, and we see first hand in game that it can shoot the same purple lasers too, though zygarde blocks them before they can hit you(it can also summon smaller flowers to shoot the light of ruin beams at a smaller scale, this is the main part of the final boss, you take down the flowers while zygarde fights the big one)

While the Ultimate Weapon took away power from many and gave to only one, Ange has the power to share energy between everyone around it in order to allow the region and people to prosper. This is the reason why Lumiose is such a big city, Ange's energy draws people and progress. However, after the Ultimate Weapon was fired in XY, Ange absorbed too much Mega Evolution energy. The reason why there's so many wild Pokémon running around is because Ange started sharing too much energy and this draws too much Pokémon and this started to cause problems to humans so AZ asked Quasartico to help him reform Lumiose with the wilds zones and everything. Eventually, Ange's energy triggered the rogue phenomenon and wild Pokémon somehow Mega Evolving because the excess energy it releases. The only way to control is through Mega Floette which when joined with Ange, would become Ange Floette. But Mega Floette is the strongest Mega Evolution and it would also require the strongest trainer to deal with it. AZ can't Mega Evolve Floette because his health is going down the gutter and neither he is that much of a trainer so he needed someone else to take his place. Therefore the Z-A royale started with the objective of finding the strongest trainer which would be able to handle Mega Floette.
