Since you don't have the money to repay it the debt collector uses you for free labor instead, though it's pretty much just community service stuff that helps the city. In the meantime, debt collector man tells you about how he's an orphan with a dream to make Lumiose a better place or something and how he's a good guy after all.Anyway at the end of the day debt man takes a liking to (You) and visits the hotel to stay a night. He uses this as an excuse to give your rival the rest of the money they owed as a service tip so your rival can then hand it over to his right hand man to fulfill the debt.
