Is Big Root + Shell Bell good for Sylveon?

Chose Latias after Espeon for my next achievement hunt. Getting 100 Eon Power per match on it seems unreasonable to be honest.

On another note, Sylveon has one of the lowest special attacks among Attackers from what I am seeing. Sp. Attack Specs give you more damage than Drive Lens.

I can get it reliably with Dragon Breath but not Dragon Pulse. Latias is not good at last hitting and opponents can interrupt Pulse before it hits.

I honestly don't know how to play Latias.
I'm currently running Sp. Attack Specs, Resonant Guard and Exp. Share. I pick Dragon Breath and Dragon Cheer. I try to spread shields and poke. That's about it.
I simply can't stack with Dragon Pulse. Latias has no damage to farm and getting 100 with hitting enemies ain't easy.
