A new powerful tail shooting move would have been great on sceptile, and slash moves for emboar like you said, but since the base form lacks the physical ability to really take advantage of these moves, it just doesn't work as well
There doesn't seem to be an cohesive theme to these starters. In Arceus all three regional forms fit the setting of feudal Japan perfectly
