Meaning that it shouldn't be fully voice acted, but mostly have generic phrases like "What?", "I see" etc they use in normal conversations, and then have voiced cutscenes. Or important other parts, like that bit in SV where your rivals talk while you walk.
whats stings worse about piers specifically is that they went out of their way (in the japanese version at least) to get a voice actor who can actually sing and mainline is left with>stomping>mic feedback
