I think it went through massive revisions during development, that development ended pretty early relative to its release date, and it really needed another year to cook up content. The game feels like busy work in a very small sandbox.

It's a complete game in the sense it had a very limited scope to begin with. This game will be a use case in keeping scope in check and still resulting in a perfectly fine game. I feel like the game is a producer's wet dream
