While I'm not surprised that characters like Ramos or Gurkinn don't appear, characters like Professor Sycamore, Diantha, or Clemont not appearing is egregious. I think you're also missing things like roller skates, O-powers, and the Gogoat Shuttle. Did you know that Mamoswine in Lumiose are popular models for a perfume company? They can't even be caught in the game. Even things like the Pokemon distributions make no sense to me: Pokemon from outside Lumiose are being called into the city, yet Pokemon from the routes directly outside of Lumiose(the ones that would be called in) are suspiciously absent. You should be able to catch Pokemon like Dudou and Skitty. Ultimately, the game doesn't care about representing Lumiose or Kalos, it utilized the location poorly, and it shows how everyone's assumptions of them using just Lumiose was a corner-cutting measure.
