Going up the ranks takes a long time and presumably nobody had won consistently enough to get to A yet. Ignore the fact that you can easily go up a rank in one night, it's for gameplay convenience and you're supposed to be a prodigy.
You can only go up a rank when you're assigned a promotion match. If you make it to rank B it's possible you never will get assigned one, or there won't be one because there's no other rank B contestants to actually battle against.
