Nope, Pokemon Champions is going to have a completely different format.
For SV, reg H is the end-of-life VGC format. The online Ranked ladder I think is going to continue to be Reg J.

No, there's still at least one more SV VGC format, Reg H ends in November and Champions isn't releasing until next year.
