I haven't played SWSH since it came out, but if I recall, he was very adored in Galar, wasn't he? But he was someone who was very arrogant and didn't understand the work that the people he employs puts in. The way he takes people for granted and treats them is a big reason as to why Peony leaves being the champion, right? That's why Rose replaces him with someone young and impressionable that he can control and put logos on. He benefitted much from the hard work others put in, running a monopoly on the entire region, and his ego enjoyed that. By endgame, he wanted to be the man who saved everything from a crisis he barely understood, just for the arrogance of it.
