Because GF wanted to introduce a new generation into Pokemon games (and recover the OG generation that played Kanto and dropped Pokemon long ago) using the titanic pull Pokemon Go had. It was the Kanto 20th anniversary generation anyway and Pokemon Pikachu already had elements from the anime which normies are more familiar with so doing a Go reimagination of the game was the perfect marketing choice, you get to be isekai'd into Kanto fulfilling Red's role but without being Red so you can also meet and challenge Red, as well as your own rival and Red's rival and even the discarded Red's female counterpart that was otherwise only seen in the GBA remake, all with a mix of Go and the actual games so you aren't throw into real modern Pokemon mechanics out of nowhere.
