Is there any reason why gamefreak decided to make mewtwo, a B- midtier legendary that you can get in almost every game, an event only pokemon like mythicals like diancie or volcanion for ZA

Mewtwo needs to be in za because he has not one but 2 mega evolutions.
However, legendary pokemon are a pain. They need quests and set up. You cant just stick em in a secret cave like its the 90s anymore.
But you can do a non-canon promo giveaway and nobody bats an eye.

Team Rocket did kinda pop off since the only thing that are really stronger than Mewtwo are a few aspects of the creator god, an extraterrestrial dragon and organism, some super cursed relics, and a sky god.
