Toucannot should be a forgettable 1-stage midgame shitmon used by "Toucan fanatic Jess" who has three (all underleveled with same moveset) and then you never see it again

It's such a confused design. I know Toucans and Woodpeckers are very closely related which is why the evolution works the way it does, but the execution is a mess.
Skill Link on a woodpecker makes perfect sense, they could have made Fury Attack more reliable and/or introduced a Flying type variant to really sell that, and then it becomes a Toucan which doesn't really work with the rapid pecking with the unruly beak, it's Speed is even lower than Pikipek's to represent this and everything, the Skill Link synergy completely falls apart and they try and salvage it with bullet seed and rock blast as if that makes any sense either, they even introduce the hot beak thing which is just a whole different idea entirely.
I'd have much preferred it being a district line, a mid-late game standalone would be fine. They tried to cram two distinct design ideas into one line, I dunno, play around with it maybe have Pikipek evolve into both a woodpecker and toucan branch.
Also I never understood why it's so fucking pissed, is it mad about these same confused design choices as I am?
